Volkner made his debut in Pokemon Diamond and Pearl, with
two
surprises: not only was an Electric Gym Leader the leader of the final
Gym (a first!), but an Electric Gym leader was... young and attractive?
Another first! In Diamond and Pearl, Volkner is angst-ridden, not
because he is a bad trainer, but because he is too good. It's up to you to beat
down his team with yours, take him down a notch, and bring a smile back
to this frowny face! Are you up to the challenge? ... no really, it's
easy, compared to saving the world from Dialga and Palkia's wrath,
which you've JUST come back from doing. Doesn't this guy know you're
the hero of Sinnoh? Ah well.
Volkner's Game Introduction・デンジのゲームでの紹介>

not change in Platinum!)
Volkner is the
eight Gym Leader in Sinnoh and said to be the toughest.
Anyway, when you are finally able to enter Sunyshore City and after you've talked to Flint, you will then
head to the Gym to find Flint again, blocking the door. Thanks a lot,
Ronald. Where is Volkner, then? All the way on the other side of town,
in the Vista Lighthouse. If you head up into
the Lighthouse, there you will find Volk staring over the ocean
at the Pokemon League...
"...
... ...so you're the latest challenger up
against the
Sunyshore Gym...All right, I've decided! If I find you to be weak, I'm
going to challenge the Pokémon League. I'm all done with
renovating the
Gym, so I don't need to be here. More than anything, I want to have
battles that can thrill me again.As the toughest Gym Leader in Sinnoh,
I'm going to unleash everything in my arsenal on you."
By this point in the game most people have overly high leveled or EV/IV
trained Pokemon, so it might be Volkner doing the dissapointing...
well, anyway, now we are all dying to hear Volkner complain
some more, so let's head to the Gym! Flint is still there...
"Yo!
Hiya! He's finally come back! He seemed to be feeling upbeat, too. I
have a hunch that he recognized your toughness right away. I bet he's
getting excited over the thought of battling you. Remember what you
have to do, hotshot. Give him a battle so hot, it will reignite his
passion for battling! All right, hotshot, I'll be waiting at the
Pokemon League!"
Yeah, awkward... okay... so. Yeah. Inside the Gym, the guy at the door
is impressed that you've got seven badges, and explains that next you
can visit the Pokemon League. He gives you some super-helpful advice,
which is "The Gym Leader here is a master of Electric-type Pokemon!
That's all I have to say." Wow... thanks, man. Couldn't have done it
without you. Let's get a move on.
Sunyshore Gym・ナギサジ

In Diamond/Pearl, Sunyshore
Gym is your final challenge before you take on the Elite Four. Remember
that blackout? Well, now you know why you can't battle Volkner until
they get the power back on...the entire Gym is a mess of electric-run
machinery. Although, seeing as how the entire city is run
on electricity, that really sucks and it's residents were probably
crying themselves to sleep. Various sources say the blackout is due to
Volkner's overdone angst driven Gym renovations, but it makes more
sense to say it's related to the giant earthquake caused by Team Galaxy
draning Sinnoh's three huge lakes and awaking gods of Time and Space...
but whatever. Coincidence.
Anyway,
you have to kick a ton of Electric Pokemon ass (and some Psychic
surprises) and also get through three rooms of gears and switches and
moving platforms that you have to position correctly before moving on
to the next whiny Trainer until finally reaching Volkner on his little
throne. No, I won't write a detailed description of which buttons to
press in order to get to Volkner, because I found it to be easy, and I
have less brain capacity than most dogs, so I assume you can figure it
out too. What I will post is this: Here is a list of the trainers and

destroy before facing Volk.

me remember how fun it is to battle!"

Volkner is generous with potions and his Pokemon are a heck
of an annoyance, but
once you beat them you
will defeat Volkner!
Defeating him will give him a momentary (or permanent?!) repreive from
his angst-ridden
manner!

"This" is the Beacon
Badge! It lets you use Waterfall
outside of battle, and makes all
Pokemon of any kind obey you unconditionally. He also gives you TM57, Charge Beam, an Electric-type attack which you might
be familiar with now because his Pokemon use it over and over while
battling, not to mention you also earn 5880
pokedollars.
